We identify the cell phone using app technology, then run display ads within apps on those phones that were in that area, following them after they leave the location. We are even able to go back in time to identify phones at a location in the past at a specific day and time.
Cross-Platform Mobile ID
This utilizes Mobile Device ID technology, but uses those IDs to find the same phones on Facebook, Instagram or throughout the Google network. This allows us to run video to this highly-targeted audience on their favorite platforms.

OTT Video
Over-The-Top Video is online video ads reaching people watching premium episodic content or forced-viewing ads on their phones, tablets, computers, and smart TVs.
